1106849 05/28/2022 Unauthorized Discharge unauthorized discharge at compliance monitoring site ORW-RHC-2. Nature of the discharge was Endothall pesticides active ingredient. The event appears to have been caused by high wind gusts occurring sometime during the approach/passing of a weather front the night of May 27/morning of May 28 that resulted in the center seams of the double turbidity curtains separating at the bottom at CMT Project Site 2. The exact time of curtains failure is unknown. No dead or distressed organisms were observed by either the water quality monitoring team or TKPOA representatives that visited the Site 2 curtain failure. The location of the failure was the set of double turbidity curtains at Site 2. Both curtains consisted of two lengths of curtain connected at a middle seam per manufacturers? specifications. Each curtain seam was reportedly sealed by overlapping and rolling the two vertical curtain edges in the middle and clipping/zip tying per specifications. Visual observations at approximately 11am on May 28 showed some dye concentrations (see attached photo) between the two curtains, but partly cloudy skies made comparisons with the treated area difficult. Dye was not visually evident lake side of the double turbidity curtains. Initial affected area appeared limited to the immediate vicinity of the double turbidity curtains. Subsequent days monitoring indicated transient, degrading plume to the east of Site 2. Violation N Report Tahoe Keys Lagoons Aquatic Weeds Control Methods Test 446429 R6T-2022-0004 Y

Fertigation liquids contain wastes that are transported through soils and could affect the quality of waters in the nearby ephemeral stream course and/or groundwater. Cannabis plants growing directly in the ground supported by soils added by the cultivator contain wastes that could be transported by fertigation liquids and affect groundwater. - Site grading of the subject property, which disturbs native soils and generates sediments, has resulted in the discharge of soil/sediment into the ephemeral stream channel identified in this report. - Domestic wastewater discharged from the shower/latrine area directly to land. Domestic wastewater contains pathogens, organic materials, nutrients, metals, and other inorganic materials. Wastewater discharged to land may cause domestic wastewater constituents to infiltrate through native soil transporting constituents of the waste to groundwater and/or surface water. - Trash and other cultivation-related debris placed directly in the ephemeral stream channel present at the subject property.
