Vandalism;A homeless person pitched a tent by manholes 16 and 17, eyewitness accounts and evidence surrounding these manholes show that he gained access to several secured manholes and dumped a variety of objects in them including tents, tires, trash, and rocks. this large debris created several obstructions in downstream pipes and manholes and cause the spill. the Victorville sheriff was called and based on eyewitness accounts sheriff deputies arrested this person.
