S872373 01/04/2020 SW - Deficient BMP Implementation Tom Browne of the Lahontan Regional Water Board, Victorville, inspected the Speedwash number II at 15400 Palmdale Road, Victorville. The site has been graded and there are no perimeter BMPs around the site. Tom spoke to Fred Simab (phone number in the SMARTS file) and told him the site needs perimeter BMPs of some sort. S870416 07/16/2019 SW - Deficient BMP Implementation Tom Browne of the Lahontan Regional Water Board, Victorville, observed gaps in the perimeter fiber rolls at the Speedwash III at 12875 Bear Valley Road. Water Board staff (Tom Browne) had spoken to Mr. Fred Simab the property owner and the construction foreman Jim on the phone regarding Speedwash II being built on 15200 Palmdale Road (Palmdale Rd and McArt Rd, northeast corner). In the call Jim claimed to know what stormwater BMPs are and claimed that the Victorville city inspector (Kevin) has been on site and never mentioned the need for BMPs.
