The San Diego Bay Bacteria TMDL Responsible Copermittees (Responsible Copermittees) include the cities of San Diego, Lemon Grove, and La Mesa. Failure to assess 2020-2021 dry and wet weather monitoring data for the Bacteria TMDL at station CTL(1). The Responsible Copermittees did not perform a comparison of collected dry weather and wet weather monitoring data to receiving water limitations for the Chollas Creek mouth monitoring station CTL(1) as part of the 2020-2021 WQIP Annual Report. San Diego Water Board staff reviewed the dry and wet weather monitoring data for the Bacteria TMDL in the 2020-2021 WQIP Annual Report. The report did not include an assessment of the receiving water monitoring data at CTL(1) to assess whether the interim and final receiving water WQBELs for the Chollas Creek segment listed in Table 6.0 have been achieved. Under paragraph 3.a of the 2020-2021 WQIP Annual Report comment letter and via a meeting on March 30, 2022, and April 1, 2022 email, San Diego Water Board staff communicated to the Responsible Copermittees that their approach is inconsistent with the requirements in Specific Provision 6.d.(2) of Attachment E of the Order and the Basin Plan. |
