Current SWPPP was prepared in October 2010 and has not been updated to reflect modified operational activities and changes to the General Permit, which became effective 1 July 2015. Discharger has submitted sampling results for no more than two Qualifying Storm Events (QSE) per reporting year. Discharger has not submitted sampling results for four (4) QSEs in accordance with IGP, nor provided proper justification for not sampling four QSEs per year. Additionally, sampling results were not submitted within 30 days of discharger receiving the results. Violation includes: (A) Section XI.B.2 requires dischargers to ?collect and analyze storm water samples from two (2) QSEs within the first half of each reporting year (July 1 to December 31), and two (2) QSEs with the second half of each reporting year (January 1 to June 30).?; (B) Section XI.B.11.a requires dischargers to ?submit all sampling and analytical results for all individual or Qualified Combined Samples via SMARTS within 30 days of obtaining all results for each sampling event.?; and, (C) Section XI.C.6.b requires dischargers to ?In the event that samples are not collected, or visual observations are not conducted in accordance with Section IX.B.5 due to these exceptions, an explanation shall be included in the Annual Report.? |
