1149349 08/31/2025 Deficient Monitoring Per Section 4.1 of the MRP, effluent samples shall be analyzed monthly for dissolved oxygen. An effluent sample for dissolved oxygen analysis was inadvertently not collected in August due to a laboratory oversight. A make-up sample was collected on November 7, and the results will be included in the November monthly NPDES compliance monitoring report. To prevent reoccurrence of this issue, laboratory staff will more closely monitor sampling schedules. Violation N eSMR Long Beach WRP 447474 R4-2022-0032 N
1149348 08/05/2025 Deficient Monitoring Per Section 8.1 of the MRP, receiving water samples from receiving water monitoring stations RSW-001U (R-C), RSW-002D (R-D), and RSW-003D (R-E) shall be analyzed monthly for settleable solids. On August 5, receiving water samples were collected from each monitoring station and successfully analyzed for settleable solids; however, the settleable solids results were not saved during data entry into the laboratory information management system (LIMS). Because settleable solid results are entered directly into LIMS, there is no physical record of the August 5 results. Make-up samples were collected on September 18, and the results will be included in the September NPDES compliance monitoring report. To prevent reoccurrence of this issue, laboratory analysts have been reminded to ensure all data entries are properly saved in LIMS. Violation N eSMR Valencia WRP 435564 R4-2022-0174 N

1143992 03/31/2025 Deficient Monitoring Per Section 4.1 of the MRP, effluent samples shall be analyzed monthly for dissolved oxygen. An effluent sample for dissolved oxygen was inadvertently not collected in March due to a laboratory oversight. The Los Coyotes WRP was operating normally in March and effluent dissolved oxygen levels are expected to have been within normal ranges. 1143334 02/19/2025 Deficient Monitoring Per Section 4.1 of the MRP, continuous monitoring of total residual chlorine shall serve as a trigger for increased grab sampling for total residual chlorine excursions of up to 0.3 mg/L lasting more than 15 minutes or excursions between 0.1 to 0.3 mg/L lasting longer than 15 minutes. At 11:50 a.m. on February 19, the Valencia WRP temporarily lost power while testing the emergency generators. The emergency generators turned on; however, there was a slight delay, resulting in temporary power loss at the Valencia WRP. As a result, the UV disinfection system was shut down, and all effluent flow was routed to the chlorine contact tanks for disinfection. During this transition, the metered final effluent total residual chlorine exceeded 0.3 mg/L for approximately 8 minutes and remained between 0.1 and 0.3 mg/L for approximately 16 minutes, triggering collection of an additional grab sample. At 12:25 p.m., a grab sample was collected, and chlorine was not detected; however, collection and analysis did not follow analytical method protocols. As a result, the non-detect result was not reportable. Despite this, sodium bisulfite, the dechlorination chemical, was dosed more than the stoichiometric amount needed to fully dechlorinate the effluent; therefore, the effluent was fully dechlorinated. To prevent reoccurrence, the Sanitation District will implement procedures to ensure all additional grab samples collected for total residual chlorine analysis follow analytical method protocols. Violation N eSMR Valencia WRP 435564 R4-2022-0174 N
1143333 02/28/2025 Deficient Monitoring Per Section 4.1 of the MRP, effluent samples shall be analyzed monthly for dissolved oxygen (DO). An effluent sample was not collected in February because of a laboratory analyst error. A make-up sample was collected on March 3, and the DO result will be included in the March report. To prevent this issue from reoccurring, analysts were reminded to carefully check that all required monitoring samples are collected within the required timeframes. Violation N eSMR Valencia WRP 435564 R4-2022-0174 N
1143312 02/20/2025 Surface Water Per Section 5.1.16 of the WDR, the discharge shall not result in visible floating particulates, foams, or oil and grease in the receiving waters. On February 20 at 9:45 a.m., Sanitation Districts sampling personnel observed foam in the San Gabriel River downstream of Discharge Point 001B and traveling to receiving water station RSW-007 (R-13). Operations staff confirmed that the SJCE and SJCW WRPs were operating normally during this time and no changes to the treatment process or foaming had occurred at the plants. However, as a precautionary measure, the defoamant dose was increased at both WRPs the same day. The sampling crew returned to receiving water station RSW-007 (R-13) the following day on February 21 at 10:52 a.m. and observed less foam; by 2:14 p.m., the foam was no longer present. The Sanitation Districts will continue to monitor water quality in the effluent and receiving waters, and the San Jose Creek WRP Operations staff will continue their normal procedures to increase the defoamant dose if foam is observed.
