Inspectors observed three points of discharge of industrial cannabis wastewater coming from the indoor facility not discharged into the sewer (permitted for sewer discharge): 1. The wastewater coming from the grow rooms discharging to an onsite loading dock concrete pad that is not fully contained. 2. Discharge to the street gutter along Beaver Rd. A portion of the wastewater that was ponding in the loading dock area was pumped out and discharged toa street gutter to the west of the facility. 3. Hose leak containing cannabis wastewater. A hoset hat is used to pump out the wastewater from the loading dock area was leaking and running off to a neighboring facility's parking lot gutter. |

Inspectors observed the mixed light facility floor drain system is plumbed to discharge industrial cannabis wastewater into a stormwater basin on the North end of the property and not into the sewer. The stormwater basin overflows into an unnamed ephemeral streamcourse to the East of the Property. 1) Cannabis Cultivation Policy Attachment A, Section 1, #26: Except as allowed and authorized in this Policy, cannabis cultivators shall not discharge: ? irrigation runoff, tailwater, sediment, plant waste, or chemicals to surface water or via surface runoff; 2) Cannabis Cultivation Policy Attachment A, Section 1, #27: Unless authorized by separate waste discharge requirements, the Cannabis Cultivation General Order, or a CWA section 404/401 permit, the following discharges are prohibited: ? any waste that could affect the quality of the waters of the state; or wastewater from cannabis manufacturing activities defined in Business and Professions Code section 26100, indoor grow operations, or other industrial wastewater to an onsite wastewater treatment system (e.g., septic tank and associated disposal facilities), to surface water, or to land.? |
