Failure to comply with Order No. R9-2010-0004. 1. Landfill Operation Specifications D.7.e: Erosion Control. The Landfill cover must be maintained to minimize the percolation of liquids through waste. 2. Landfill Construction Specifications E.4.e: Slope Stability. The Discharger must design, construct, and maintain all containment structures so they are capable of containing waste, waste constituents, and degradation products of wastes to prevent water quality impacts from the discharges of waste at the Landfill. 3. Landfill Construction Specifications E.10.a: Landfill Cover. The Discharger must ensure that the intermediate cover is designed and constructed to minimize the percolation of liquids through waste. 4. Provisions G.5: proper Operation and Maintenance. The Discharger must properly operate and maintain all facilities and systems of treatment and control installed or used to achieve compliance with this Order. 5. Reporting Requirements H.11: Endangerment of Health and Environment. The Discharger must report any noncompliance that endangers human health or the environment. This information must be provided orally to the San Diego Water Board within 24-hours from the time the owner becomes aware of the circumstances. A written submission must also be provided within five days of the time the owner becomes aware of the circumstances. 6. Reporting Requirements H.12: Notification of Slope Failure. The Discharger must immediately notify the San Diego Water Board when a determination is made that a slope failure is occurring or has occurred at the Landfill. The Discharger must promptly repair any slope failure that affects or threatens the integrity or the performance of waste containment systems. |
