1134400 07/18/2024 Unauthorized Discharge Regional Water Board staff observed gravel fill and shipping containers placed within areas that contain hydrophytic vegetation and evidence of flowing water which is indicative of waters of the state. Staff also observed rill erosion and downstream transportation of the gravel that was placed for the driveway indicating flowing water and wet conditions for at least part of the year. The placement of the gravel in the stream and shipping containers within potential wetlands, waters of the state, is a violation of the Water Code and inhibits the flow of water and limits the functions of the watercourse and any wetland vegetation present. Work within creeks, riparian areas, and wetlands, such as placing fill or installing infrastructure of septic systems, roads, water tanks, or culverts need the appropriate permits from the Regional Water Board. The landowner did not go through the appropriate permitting pathways for work within waters of the state and or waters of the U.S. Violation N Inspection Dunya Alwan Property 458426 None N
