1116635 04/16/2023 Unauthorized Discharge Unauthorized discharge. Overflow of untreated groundwater from the treatment system. On April 16 at 5:10am, the transfer pump conveying wastewater from a 1,600 influent equalization tank shut down, when an alarm control system relay switch connected to it burned. The control system shared its electrical circuit with the system's alarm system. As a result of this event, the equalization tank continued filling and consequently overflowing. The float switches installed in the sump surrounding the treatment system also failed to activate and shut down the system, as they were in the same failed circuit. The Discharger became aware of the spill through remote motion-sensing cameras at the facility. The spill ended at about 12pm that same day. About 55,800 gallons of untreated groundwater were released and reached an onsite storm drain. The storm drain system outfalls to an Alameda County Flood District channel that ultimately discharges to Alameda Creek. About 2,800 gallons of untreated groundwater remained in the sump and were redirected to the treatment system. The Discharger states that no impacts to receiving waters were seen. Communication with ACWD also shows that that flood channel at the storm drain outfall was dry when it was inspected on April 19, 2023. 1116051 03/17/2023 Unauthorized Discharge On March 17, 2023, a pipe conveying sand filter backwash wastewater burst releasing about 500 gallons for about 30 minutes. The volume released to the storm drains is unknown. The discharger determined that a water hammer effect within the pipe caused it to break. It replaced the damaged pipe with a high-pressure flexible hose. On the same day, the discharger collected upstream and downstream receiving water samples within an hour of low tide. No oil sheen, fish kill, water discoloration, foam, or other indicators of contamination were observed at the outfall. Violation N Report TI Lots 3-4 LLC 449461 R2-2017-0048 N
1115824 02/19/2023 Unauthorized Discharge On February 19, 2023, the Discharger spilled approximately 82,246 gallons of untreated groundwater over the course of 12 hours. The treatment system lost power when the backup diesel generator ran out of fuel. The backup generator was operating since February 15 due to a power loss from the main power supply source. The malfunction set off several alarms but these were not relayed to the Discharger because the contact list wasn't programmed correctly. The Discharger discovered the spill on February 20 at 6:43AM. The spill occurred over land then reached 2 storm drain inlets north of the site. The quantity of wastewater that reached the receiving water is unknown. 1109693 08/19/2022 Unauthorized Discharge On August 19, 2022, the Discharger spilled 45,000 gallons of influent from its Treatment System B for a duration of 2.25 hours (1630-1845hrs). An operation failure of the sand filter pump caused the overflow of the sand filter batch tank which had alerted a list of respondents when high levels of wastewater in the tank triggered a high-high level alarm. The Discharger identified the failure and reset the treatment system before observing several cycles of influent tank wastewater processed through the sand filter pump. At this time, the treatment system was operating with its automatic influent shutoff valve on manual ON mode because an earlier break of the influent line led to a temporary repair (with a flexible coupling) that would not be capable to withstand inline pressure if the valve closed. On August 20, 2022, the Discharger spilled 156,000 gallons of influent wastewater from its Treatment System B for a duration of 6.5 hours (~0500hrs-1130hrs). From 0029-0300hrs, the sand filter batch tank triggered a high-high level alarm and reset. The alarm did not trigger the autodialer to call the list of respondents. At 0417, a primary power failure occurred which triggered secondary backup power to the treatment system to start. At 0800, the Discharger received a call from Redwood Fire City Department alerting them that its influent tanks were overflowing. At approximately 0830hrs, fire department personnel proceeded to close the automatic influent shutoff valve and 3 other influent tank inlet valves. At 0924, treatment system operator (Clear Creek Systems) received a text from onsite contractor alerting them of a blowout of the influent line after 3 influent tank inlet valves had been manually closed. The Discharger identified the sand filter pump and influent pipe to be the cause of the spill. The sand filter pump had not resumed operation after the 0417hrs power failure. The influent pipe blew out after the automatic shutoff valve and 3 other inlet valves were manually closed. At 1330 , CCS diverted flow to Treatment System A from Treatment System B to allow for repairs, and switched operation between both to repair the inlet of Treatment System A. Pump and sensor issues on treatment systems A and B were corrected. Treatment System B was left offline at 1930hrs. The spill discharged to Redwood Creek just west of Lathrop Street. Influent water quality is thought to be representative of the unauthorized discharge. On August 19, 2022, an influent sample collected before the spill occurred show detections of tetrachloroethene (66 ug/l), trichloroethene (11 ug/L), and 1,2-dichloroethene (24 ug/l).
