1131471 07/10/2024 Deficient Monitoring Echowater Facility lost continuous monitoring of the EFF-001 for approximately 8 minutes when a contractor working on upgrading the Emerson Ovation Plant Computer Control System made an error and connected a wire to the wrong system. Operations immediately diverted discharge from the river; however, it takes approximately 8 minutes for the valve to close. The dechlorination process continued to operate automatically by a local Programmable Logic Controller, and an area operator at that location manually checked and ensured all values remained within compliance with the permit; however, the 8 minutes of lost data could not be recovered.
