1131471 07/10/2024 Deficient Monitoring Echowater Facility lost continuous monitoring of the EFF-001 for approximately 8 minutes when a contractor working on upgrading the Emerson Ovation Plant Computer Control System made an error and connected a wire to the wrong system. Operations immediately diverted discharge from the river; however, it takes approximately 8 minutes for the valve to close. The dechlorination process continued to operate automatically by a local Programmable Logic Controller, and an area operator at that location manually checked and ensured all values remained within compliance with the permit; however, the 8 minutes of lost data could not be recovered. 1092573 12/13/2020 Order Conditions On 13 December 2020, approximately 400,000 gallons of Chlorinated Secondary Effluent (CSE) spilled at the Facility due to a failure of a restrained coupler in an underground high pressure reclaimed water pipe. The majority of the spill discharged to pavement and drained back to the treatment plant¿s headworks; however, a portion of the spill discharged to dry land and was not recovered. No surface water was impacted by the spill. The failed section of pipe was replaced with a restrained sleeve coupling in accordance with current design standards and recurrence of the spill is unlikely. The 13 December 2020 spill is a violation of WDRs Discharge Prohibition III.A, which prohibits discharge of wastewater in a manner different from what the WDRs describe.
