Deficient Monitoring |
Per Section 4.1 of the MRP, continuous monitoring of total residual chlorine shall serve as a trigger for increased grab sampling for total residual chlorine excursions of up to 0.3 mg/L lasting more than 15 minutes or excursions between 0.1 to 0.3 mg/L lasting longer than 15 minutes. At 11:50 a.m. on February 19, the Valencia WRP temporarily lost power while testing the emergency generators. The emergency generators turned on; however, there was a slight delay, resulting in temporary power loss at the Valencia WRP. As a result, the UV disinfection system was shut down, and all effluent flow was routed to the chlorine contact tanks for disinfection. During this transition, the metered final effluent total residual chlorine exceeded 0.3 mg/L for approximately 8 minutes and remained between 0.1 and 0.3 mg/L for approximately 16 minutes, triggering collection of an additional grab sample. At 12:25 p.m., a grab sample was collected, and chlorine was not detected; however, collection and analysis did not follow analytical method protocols. As a result, the non-detect result was not reportable. Despite this, sodium bisulfite, the dechlorination chemical, was dosed more than the stoichiometric amount needed to fully dechlorinate the effluent; therefore, the effluent was fully dechlorinated. To prevent reoccurrence, the Sanitation District will implement procedures to ensure all additional grab samples collected for total residual chlorine analysis follow analytical method protocols. |

Per Section 4.1 of the MRP, effluent samples shall be analyzed monthly for dissolved oxygen (DO). An effluent sample was not collected in February because of a laboratory analyst error. A make-up sample was collected on March 3, and the DO result will be included in the March report. To prevent this issue from reoccurring, analysts were reminded to carefully check that all required monitoring samples are collected within the required timeframes. |
