On April 27, 2021 Regional Water Board staff inspected (attached) the Project and documented several violations of the Certification including exceedances of turbidity and approximately 20 dead fish in the plunge pool. On April 29, 2021, the Permittee submitted to the Regional Water Board a Violations of Compliance with Water Quality Standards Report explaining that pH and turbidity measurements of releases from the Cogswell Reservoir to the San Gabriel River on April 27 and April 28, 2021 exceeded the natural background turbidity by more than 20%; the report also explained that the pH values measured at 1 mile, 3.5 miles and 6.5 miles downstream of the Cogswell Reservoir exceeded the pH limit specified in the Certification.
