1-hour average and 4-day average Chlorine Residual: The City''s Endress Hauser unit that stores the continuous monitoring of chlorine and sulfur dioxide residuals failed to save this data beginning October 22, 2024. The City became aware of the issue on December 26, 2024. After investigating, it was determined that the SD cards that store the data were full. The City ordered replacement SD cards, and the SD cards were replaced January 17, 2025. The City feels confident there was no effluent discharged to the River that had a chlorine residual greater than 0.01 mg/L during this time. The City collected daily grab samples of the effluent, at all of their chlorine analyzers, to verify the chlorine analyzers are working accurately. If the chlorine analyzer for final effluent detects a residual greater than 0.01 mg/L, it would have closed the valve to the River immediately and sent an alarm to the on-call Operator. This valve did not close during the month of November. Before returning the effluent discharge to the River on November 3, 2024, the City did verify that the valve closes when a chlorine residual is detected at the final effluent chlorine analyzer. Some of the Electrical Conductivity measurements for RSW-001, RSW-002, and EFF-01 were taken with the City''s handheld meter, but has just been informed this is not allowed in the City''s current permit due to the City not being an ELAP certified facility for EC. |
