SW - Deficient BMP Implementation |
During the 29 March inspection, Board staff found several site conditions that violated the Industrial General Permit. Overall, the Facility?s housekeeping Best Management Practices (BMPs) were found to be below the Industrial General Permit?s compliance standard of Best Available Technology Economically Achievable (BAT) and Best Conventional Pollution Control Technology (BCT) to prevent the discharge of crushed limestone, food waste, and sediment. All sample results going back to 2018 have shown exceedances for one or more of the following parameters: Oil & Grease, pH, and TSS. The Discharger has not submitted AD Hoc sample reports since coverage began. A review of submitted sample results shows the Facility should currently be in Level II for Oil & Grease and TSS; and in Level I for pH for exceeding the U.S. EPAs benchmarks for water quality. |
