1120016 12/31/2022 Unauthorized Discharge According to the discharger's 5-day report, the discharge was not directly observed, but likely occurred on December 31, 2022, due to a major storm event. The discharge was likely composed of comingled stormwater and potable water and discharged directly to the San Francisco Bay. From the report, "storm water flows breached the storm water retention berm, and the flow at this location caused a potable water line to break. Potable water then combined with accumulated storm water and breached a second of the Facility?s storm water retention berms; this comingled potable and storm water is believed to have discharged off-site." Monitoring not performed for either upstream or downstream receiving water. 1119769 01/12/2023 Unauthorized Discharge According to a report from CEMEX, due to an atmospheric river and related releases from the Del Valle Dam, the Arroyo Del Valle breached Lake A at the southeast corner on 1/12/2023. CEMEX staff conducted a site visit on 1/20/23, at which time they discovered that Lake A had breached the southwest corner of the lake, creating a "pass-through (outlet)" for flows. Both breaches were approximately 50 feet wide. There were also erosional escarpments to the east of the primary breach. According to CEMEX, mining has not occurred at Lake A for the past 10 years. The water overtopped the berm and flowed down the adjacent hillside to Alameda Creek. Part of the berm was sloughed off and carried with the water towards the creek. Water also reached an area called "Creek Crossing" where Calaveras and Alameda Creek intersect. The quantity of water that was discharged is unknown. MVR suspects that the discharge was caused by non-synchronized pumps. Estimated quantity of discharge: 10,007 gallons.
