San Lucas County Water District violated 2013 Standard Provisions and Reporting Requirements, section A.10 by creating a habitat for carriers of pathogenic microorganisms. Central Coast Water Board staff observed animal burrows and tall weeds within the treatment ponds. The tall weeds enhance habitat for burrowing animals, which can carry pathogenic microorganisms.
