1131471 07/10/2024 Deficient Monitoring Echowater Facility lost continuous monitoring of the EFF-001 for approximately 8 minutes when a contractor working on upgrading the Emerson Ovation Plant Computer Control System made an error and connected a wire to the wrong system. Operations immediately diverted discharge from the river; however, it takes approximately 8 minutes for the valve to close. The dechlorination process continued to operate automatically by a local Programmable Logic Controller, and an area operator at that location manually checked and ensured all values remained within compliance with the permit; however, the 8 minutes of lost data could not be recovered. 1092573 12/13/2020 Order Conditions On 13 December 2020, approximately 400,000 gallons of Chlorinated Secondary Effluent (CSE) spilled at the Facility due to a failure of a restrained coupler in an underground high pressure reclaimed water pipe. The majority of the spill discharged to pavement and drained back to the treatment plant¿s headworks; however, a portion of the spill discharged to dry land and was not recovered. No surface water was impacted by the spill. The failed section of pipe was replaced with a restrained sleeve coupling in accordance with current design standards and recurrence of the spill is unlikely. The 13 December 2020 spill is a violation of WDRs Discharge Prohibition III.A, which prohibits discharge of wastewater in a manner different from what the WDRs describe. 1085508 10/29/2020 Order Conditions On 29 October 2020, approximately 4.5 million gallons of CSE spilled at the Facility for a duration of approximately 40 minutes due to a closed motorized gate blocking flow while diverting flow to Emergency Storage Basin A . The spill discharged to dry land and storm water and plant drainage structures that return flow to the headworks for retreatment. The spill was contained within the Facility and no surface water was impacted. The 29 October 2020 spill is a violation of WDRs Discharge Prohibition III.A, which prohibits discharge of wastewater in a manner different from what the WDRs describe. 1085507 11/01/2020 Deficient Monitoring On October 20, 2020 SRWTP had a power failure at the outfall facility where continuous effluent monitoring is performed prior to effluent discharge to the Sacramento River. This resulted in effluent discharge that was not monitored for pH, dissolved oxygen, total residual chlorine, and sulfur dioxide (or sodium bisulfite) for a period of approximately nine minutes. A second power failure occurred on 27 October 2020 which resulted in a loss of effluent continuous monitoring for pH, dissolved oxygen, total residual chlorine, and sulfur dioxide (or sodium bisulfite), temperature and flow rate for a period of nine minutes and 32 seconds. 1083509 11/16/2020 Order Conditions On 16 November 2020, approximately 4,280 gallons of Chlorinated Secondary Effluent (CSE) spilled at the Facility because a contractor struck a hydrant with a vehicle in an active contruction zone. The spill occured for a duration of 5 minutes dispersed to dry land and sanitary drains nearby and no CSE discharged to surface water during the event. Sanitary drains return flow to SRWTP for retreatment. No surface water was impacted by this spill and no one was injured as a result of this spill.
