1143462 04/22/2025 Deficient Reporting According to the 2020 through 2023 Annual Reports, the Dairy operated with a maximum of 960 mature cows, which is greater than the maximum herd allowed at the Dairy by the Reissued General Order (946 mature cows). Expansion of the Dairy beyond the mature cow herd stated on the 2009 General Order enrollment letter amendment dated 21 April 2009 is a violation of Prohibition A.15. Failure to submit a Report of Waste Discharge (RWD) for an expansion of the Dairy at least 140 days prior to making a material change at the Dairy is a violation of Standard Provisions and Reporting Requirements (SPRR), General Reporting Requirement C.10. On 22 April 2025, Dominic Patino of Icon Agricultural, LLC (consultant for the Dairy) provided information showing that the current herd size for the Dairy is 939 mature cows.
