During a conference call on 12 December 2024, the Discharger described the waste to Central Valley Water Board staff as 2.17 tons of soil with PCB concentrations greater than the RCRA Hazardous Levels remained relatively in place with other soils on the current top lift of Future Units overlying the Austin Road Unit and that the soils had been tarped and a berm placed around them. |

The failure to maintain the wet-well electrical system and influent flow meter, such that daily flow monitoring can occur is a violation of Provision F.4 which states, ?The Discharger shall comply with Monitoring and Reporting Program No. R5-2007-01049, which is part of this Order, and any revisions thereto as Ordered by the Executive Officer.? The failure to maintain the conveyance system control valves is a violation of Discharge Specification B5., which states, ?The Discharger shall operate all systems and equipment to optimize the quality of treated effluent.? The failure to conduct vegetation control in and around the wastewater ponds is a violation of Discharge Specification B.9, which states in part, ?Wastewater ponds shall be managed to prevent breeding of mosquitoes. In particular, dead algae, vegetation, and debris shall not accumulate on the water surface.? |
