(Attachment D). On 10 October 2024 at 4:30 a.m. the Discharger discovered that a communication issue with the chemical feed system had caused chlorine and sodium bisulfide feed to the treated plant effluent to fail at approximately 6:00 p.m. on 9 October 2024, allowing approximately 200,000 gallons of undisinfected treated wastewater to discharge to the Sacramento River. The sodium bisulfide is used to dechlorinate the effluent after the chlorine contact basin, therefore it is likely that at the start of the incident, a portion of the discharge left the facility with a chlorine residual. |
