Deficient Monitoring |
The Recycling Specifications (Section VII.A.1, Table E-6) require a minimum sample frequency of 1/Day for Total Coliform Organisms. On April 10, 2025, the daily Coliform sample was collected at 5:10AM to ensure a sample would be collected prior to a planned shutdown that day (6AM to 2PM) for construction-related purposes. However, the contract laboratory (Fruit Growers Lab [FGL]) is used to the Coliform sample being collected around 8AM each day and has a daily courier route that will deliver the sample to their lab in the afternoon within the 8-hour sample hold time. The lab was not alerted to the change in collection time in advance, FGL's courier did not make an adjustment to the daily route upon receiving the sample and its chain-of-custody (which specifies the sample time), and FGL staff that received the sample at FGL's Stockton facility did not notify the City that the sample was out of hold time when they received it. As a result, the sample was couriered to the lab on the normal schedule delivering in the afternoon, which resulted in the sample being analyzed outside of the required 8-hour hold time. The City did not become aware of this until a later date when reviewing the report. |

Deficient Monitoring |
The minimum monitoring requirement for EFF-002 pH and temperature (3/week within a week with a federal holiday) was not met for the week ending on January 4, 2025. While the City originally scheduled for monitoring to occur early in the week, the City had to reschedule for the contract laboratory (Fruit Growers' Laboratory) to conduct EFF-002 pH and temperature monitoring on January 2-4, 2025 due to operational challenges. The City coordinated with their contract testing laboratory on January 2nd in an effort to ensure the testing would be completed as scheduled that week and was provided assurances that the sampling had been completed and the pH measurements were within range. On January 27th, the contract lab communicated that despite this being scheduled in advance, the lab's field sampler missed the third sample that week on January 4, 2025 and instead collected it on January 5, 2025. This sample date fell outside of the weekly period and thus, only two samples for pH and temperature were collected at EFF-002 that week. |
