The City of Hollister violated General Permit section III.12 by producing recycled water in a manner that is different than their accepted Title 22 Engineering Reprot. Based on observations from the December 10, 2025 site inspection (Attachment A), the City of Hollister is not operating the recycled water components as described in the most recent Title 22 Engineering Report dated April 2008. Additionally, Central Coast Water Board staff observed that the chlorine contact chamber is not being operated as described in the Title 22 Engineering Report. NOV Table 1 provides a summary of residual chlorine concentrations for the period between March 2, 2024, and August 13, 2025, that exceeded the designated range outlined in the Title 22 Engineering Report. |

City of Hollister is violating General Permit section IV.E.2 and IV.E.3 by using the effluent storage pond (the off-specification pond) for sludge storage (documented in Attachment A). The Central Coast Water Board did not observe a liner at the effluent storage pond; therefore, the Central Coast Water Board assumes that this pond does not preclude infiltration of waste into soil or groundwater. Based on the description of the Facility in the Notice of Applicability, the effluent storage pond was not authorized for sludge storage. |

The City of Hollister violated the General Permit section III.5 by allowing partially treated wastewater to overflow from the aeration basins. City of Hollister staff explained that the water was contained in on-site sewer drains that were re-routed to the headworks. During the January 15, 2026 monthly meeting with Central Coast Water Board staff to discuss project status, the City of Hollister reported that overflow at the aeration basins occurred between August 24, 2025, and August 27, 2025; September 9, 2025 through September 20, 2025; and from September 22, 2025 until approximately December 24, 2025. |
