Deficient Monitoring |
The quarterly monitoring reports indicate that: (a) during the third quarter 2021 groundwater monitoring well (MW) 10 was dry; (b) during the third and fourth quarter of 2022, MWs 3, 4, 5, 6, 7, 9 and 10 were dry; (b) during the first quarter 2023, MWs 4, 5, 8, 9 and 10 were dry and (c) during the second quarter 2023 MWs 5, 9 and 10 were dry. The significance of a dry well is the inability for Central Valley Water Board staff to evaluate compliance with groundwater limitations in the WDRs. The third quarter 2023 monitoring report shows that all 12 groundwater monitoring wells were sampled in accordance with the requirements in the MRP. |

During the site inspection, Water Board staff was informed by the Discharger that the facility was currently undergoing a plant expansion to add another cooking line to the plant and that flows would increase to approximately 83,000 gallons per day. This expansion is because the Darling Ingredients Fresno plant will be closed by the end of 2023. Because Water Board staff was not notified of proposed expansion the Discharger is in violation of Provision I.12 of the WDRs which states: "As As described in the Standard Provisions, the Discharger shall report promptly to the Central Valley Water Board any material change or proposed change in the character, location, or volume of the discharge.? |
