1136088 10/24/2024 Surface Water On October 24, 2024, paint dust was reported in San Diego Bay on the port side of USNS Lucy Stone (575). NASSCO Fire Department, Waterfront Services, and Environmental Engineering responded. The source was determined to be a ventilation hose on the main deck of the Lucy Stone. The source of the dust was secured and the paint dust that entered the Bay was contained within the vessel's boom. The paint dust was not recoverable from the water surface. This incident is a prohibited discharge under NASSCO's NPDES permit. However, the discharge did not exceed a Reportable Quantity (RQ). 1136087 10/28/2024 Surface Water On October 28, 2024, NASSCO Security was notified of an oil sheen at Berth 9/10. NASSCO Fire Department, Waterfront Services, and Environmental Engineering responded. The source of the sheen was determined to be an abandoned hose at the bottom of the Bay that was slowly releasing small amounts of oil to the surface. This incident is an NPDES permit violation and NASSCO notified the following agencies: National Response Center (NRC #1414954), Office of Emergency Services (OES #24-6079), and U.S. Coast Guard, Sector San Diego. 1135123 08/20/2024 Order Conditions On Tuesday August 20 at 1100 hours, the Environmental Department received a phone call from Operations Department of a notable discharge of paint chips and spent abrasive media floating on the surface of the water near the USS JOHN P MURTHA stern gate. A cloudy dust sheen approximately 50 ft x 50 ft was observed against the floating boom between the barge off the stern gate and ship¿s force living barge. Upon further investigation onboard the ship, a loud sound of pressurized air was heard and SubK IMIA personnel were observed using pressurized air to clean a fan compartment (or wheel) contaminated with spent media, paint chips, and other debris causing a visible dust cloud that discharged contaminants into San Diego Bay. Employees were immediately instructed to turn off the air, stop work, and reevaluate their task to prevent impact to the environment. The dust sheen was concentrated against the ship¿s living barge boom and then migrated and dispersed east and north underneath the POCA wharf. The discharge could not feasibly be cleaned due to the small particle size of the contaminants and quick wind dispersion of the material and was deemed unrecoverable by Environmental personnel. 1132898 08/02/2024 Surface Water On August 2, 2024, at approximately 0230 an unknown amount of JP-5 reached the Bay from the USNS Robert F. Kennedy (574). A sheen in San Diego Bay was reported at approximately 6:00 am, Environmental Engineering and NASSCO Fire Department responded to the incident. Responders observed a sheen within the vessel's containment boom. NASSCO's Waterfront Services did not observe any sheen outside of the containment boom. The spill occurred during a fuel transfer, when a tank was over filled due to an open valve causing material to come out of a tank vent, onto the vessel deck, and out a deck drain. 1131446 05/15/2024 Surface Water Pier 13 Berth 2: A rainbow colored oil sheen was discovered from a barge attached to a ship. The ship was conducting defueling operations at the time of discovery. The ship then notified the base fuel response team of the release which led to Port Operations to come investigate the vessel for any indication of what caused the release. It is speculated to be a release of natural causes unrelated to the vessel and thus was cleared for continued operation. BOOMs and absorbent pads were applied, but the sheen was out of their reach and the release is deemed unrecoverable and expected to dissipate naturally. 1131445 12/15/2023 Surface Water Pier 2 Berth 6: Due to unknown reasons a rainbow colored sheen approximately sixty (60) feet by fifty (50) feet was observed. However, the sample for RSW-002b was inadvertently discarded prior to completion of analysis. Due to a laboratory error, RSW-002b was not resampled, rather the original sample collected on 1/3/24 was mistakenly reanalyzed after the 7-day holding time had expired (1/17/24). Although the TDS sample for RSW-002b was analyzed past the allowable holding time, the data result was comparable to historical data at this location. 1123801 12/15/2023 Order Conditions On Friday 12/15/23 Environmental got a call from Ship's Force onboard the USS Navy Ship regarding a discharge of paint chips noted within the boom of the ship. The Environmental technician told Ship's force to shut down any paint removal processes being conducted by the subcontractor until the Environmental Dept. could arrive to investigate. Upon investigation no obvious discharge location was found, but there were areas of built up paint chips and metal dust on the over water side of the containment within the exterior folds of the plastic. The containment was inadequate for the type of work (needle-gunning & hydroblasting) being performed. The subcontractor was approved to continue the paint removal effort as long as an employee with a broom and vacuum was working alongside the paint removal team to ensure paint chips were contained. Around 2 oz. of floating paint chips were recovered from inside the oil boom using the Jellyfishbot with a fine mesh collection bag.
