Additional burned piles and milled wood waste were observed on the bank of Tributary 3. This location also exhibited scorched riparian trees along the bank of the stream indicating that a pile of woody debris was burned in such close proximity to riparian vegetation that it was impacted. Four large plastic containers were placed on the bank of Tributary 3. Owner clearing soil from artificial bend in Tributary 3. The placement of the gravel in the stream and shipping containers within potential wetlands, waters of the state, is a violation of the Water Code and inhibits the flow of water and limits the functions of the watercourse and any wetland vegetation present. Work within creeks, riparian areas, and wetlands, such as placing fill or installing infrastructure of septic systems, roads, water tanks, or culverts need the appropriate permits from the Regional Water Board.
