At 22:30 there was a SCADA alarm for high Cl2 residual at the plant effluent (EFF-001A). Operations staff (Ops) checked the PFE analyzers and found them operating normally. Ops then went to the sodium bisulfite pumping station and noticed the Sodium Bisulfite pump was running at minimum speed. The local flow meter for Sodium Bisulfite had an electronic failure message and showed flow at 3 GPH. They checked SCADA and found Sodium Bisulfite flow reading 130 GPH. Ops believed there was an error in the pump control program, so they switched to an old version and normal bisulfite pumping resumed at 22:42. To monitor low Cl2 and control the dechlor pumps, the plant effluent (EFF-001A) Cl2 analyzers are scaled from 0-1mg/L. During investigation, staff found the PFE analyzers were scaled from 0-10mg/L, but calibrated from 0-1mg/L. The Chlorine Contact Chamber (CCC) also has Cl2 analyzers upstream of the dechlorination point which are scaled and calibrated from 0-20mg/L. From 22:30-22:49 there were sporadic PFE analyzer readings up to 9.9mg/L. Since the PFE analyzers were only calibrated from 0-1mg/L, readings over 1mg/L are not reliable. This is verified by PFE analyzers reading a value of 9.9mg/L when the CCC analyzer values were under 7.0mg/L. To confirm the analyzer readings, Ops tested Cl2 at PFE (EFF-001A) getting a residual of 0.9mg/L at 22:47 and at 22:49 with a residual of <0.10mg/L which correlates with the PFE analyzer reading at the same time. Based on the PFE and CCC analyzers, we know the effluent Cl2 residual was between 1.0mg/L and 6.7mg/L. There is a possibility the instantaneous max limit for chlorine residual of 2.7mg/L was exceeded as described in Table 8 of our NPDES permit. Due to the uncertainty of the analyzer readings, deficient monitoring is reported for EFF-001A.
