In those cases, we would only sample at D1 since that one sample would be representative of the sewage from both locations. During that time, instead of offloading at the D1 sanitary sewer sump, the vacuum trucks offloaded at our pump station 1 oily sewer sump instead due to miscommunication. Because we thought that the D2 sewage was being offloaded at the D1 sanitary sewer sump, we only collected a sample at D1 that week and did not collect a sample at D2. We had full bleach injection flowing that whole week at the D2 sanitary sewer, and site staff noted that the bleach in the sump was 10mg/L using test strips, so we expect that the enterococcus was non-detect as usual during the week that we did not sample. This was due to a loss of PG&E power at the Booster Pump Station (BPS), which feeds SEP final effluent to Discharge Point No. 001 (Pier 80 outfall). BPS lost power at approximately 7:40 a.m. due to a downed PG&E overhead power line. Staff quickly notified SFPUC Power Enterprise and PG&E for immediate resolution, shut down all loads to BPS, and opened (turned off) circuit breakers to protect BPS equipment. PG&E personnel arrived onsite to address the issue, and BPS regained power at approximately 11:30 a.m. SFPUC electricians closed the circuit breakers and worked with operators to start up BPS at 11:40 a.m. The SEP influent flow rate exceeded 240 MGD at approximately 12:00 p.m. The loss of the BPS pumps limited SEP to its wet weather secondary capacity of 150 MGD, which was discharged to Discharge Point No. 002 (Quint St outfall). Islais Creek CSDs started at about 11:09 a.m. During these Islais Creek discharges, the average SEP influent flow was approximately 230 MGD. The effect of the PG&E power loss was that an estimated 23 million gallons (MG) – or an additional 12% – was discharged through the Islais Creek CSD outfalls instead of undergoing wet weather primary treatment, disinfection, and discharge to Discharge Point No. 001.
