Attached is the Western Riverside County Regional Wastewater Authority (WRCRWA) facility's September 2023 Self-Monitoring Report. No violations are being reported with this submittal. Updates regarding the cyanide investigation and toxicity monitoring are provided below. Monthly Status Update - Cyanide Investigation Upon review of historic cyanide results, it was identified that there were variations in reported cyanide concentrations based on the different analytical methods available. Beginning in July 2023, cyanide is being analyzed using Standard Method (SM) 4500-CN-G. The cyanide concentration measured in the wastewater treatment plant effluent for July-September 2023 was non-detect based on SM 4500-CN-G. Additionally, a pretreatment investigation of possible cyanide sources entering the treatment plant was continued. Pretreatment sampling completed in June 2023 resulted in non-detects of all but one contribution stream and a non-detect in the combined influent to the wastewater treatment plant. The one source with a cyanide detection in June 2023 resulted in a cyanide concentration of 6 microgram per liter (ug/L) using SM 4500-CN-G. Additional pretreatment sampling was completed in July 2023 and September 2023, with all results reported as non-detect, including the combined influent entering the wastewater treatment plant. Based on the pretreatment results, there does not appear to be a pretreatment cyanide source impacting the treatment plant at this time. Pretreatment cyanide sampling is scheduled to continue quarterly through 2024. Monthly Status Update - Whole Effluent Toxicity Monitoring (Continued Exceedances) Accelerated whole effluent toxicity (WET) testing was continued in September 2023 following the exceedance of the 1.0 TUc monthly trigger for the reproduction endpoint in June 2023. One of the September 2023 WET tests resulted in a 1.0 TUc; while the second test had a result of 1.4 TUc (both for the reproduction endpoint). Currently, an Initial Investigation Toxicity Reduction Evaluation (IITRE) is underway to identify the cause of the exceedance. Additionally, a consultant has been brought on to assist with evaluating the observed toxicity. The survival endpoint continued to remain at 1.0 TUc. Accelerated toxicity testing will continue in October 2023.
