Amin, WRCE Observations and Comments: On February 7, 2006 a general compliance inspection was conducted of Big Bear Area Regional Wastewater Agency (BBARWA). This inspection was conducted in order to evaluate compliance of the wastewater treatment plant with its Waste Discharge Requirement (Order No. NPDES CA8000344). Big Bear Area Regional Wastewater Agency wastewater treatment plant processes approximately 2.2 MGD with an overall capacity rating of 3.5MGD. The treated wastewater is discharged to storage ponds adjacent to Baldwin Lake. This wastewater is then pumped to the Lucerne Valley for irrigation of fodder, fiber and seed crops. The pH reading during this inspection was 7.8, and the turbidity was 0.012 NTU. The wastewater treatment plant consists of manual and mechanical bar screens, an aerated grit chamber, oxidation ditches, secondary clarification, two equalization chambers, and storage ponds. All process units in the operation are working properly. There were no floatable materials on the surface of the clarifiers; the mixed liquor color in anaerobic and anoxic zones looked light brown and healthy; DAF thickener and centrifuge units were operating properly and the housekeeping in the area was very good. The NADH probe is working properly in reducing air requirement on a continuous basis. There is a micro-filtration unit installed at the site to treat 20 gallons per minute of secondary treated water in order to produce tertiary treated water. This unit has been down since last October. The whole plant is powered by a natural gas generator. This generator powers the plant for 13 hours a day and after 13 hours the power is switched to Southern California Edison, usually for nights. The plant supervisor is trying to purchase a second generator to power the plant for 24 hours. Most of the daily analysis for process operations is performed in their small laboratory. This plant has six operators, two operators work at the lab to perform lab analysis. Three operators work on the morning shift and one operator works the swing shift, in which he oversees the whole plant (especially the centrifuge and drying process). The inspection of the wastewater treatment plant and recent monitoring reports of this facility indicates compliance with the assigned waste discharge requirements under Order No. 00-12. No violations detected at this time.
