Amin, WRCE Observations and Comments: On November 27, 2007 a general compliance inspection was conducted of Big Bear Area Regional Wastewater Agency (BBARWA). This inspection was conducted in order to evaluate compliance of the wastewater treatment plant with its Waste Discharge Requirement (Order No. NPDES CA8000344). Big Bear Area Regional Wastewater Agency wastewater treatment plant processes approximately 2.2 MGD with an overall capacity rating of 3.5MGD. The treated wastewater is discharged to storage ponds adjacent to Baldwin Lake. Some of this wastewater is then pumped to Lucerne Valley for irrigation of fodder, fiber and seed crops. The pH reading during this inspection was 7.4, and the turbidity was 0.094 NTU. The wastewater treatment plant consists of manual and mechanical bar screens, an aerated grit chamber, oxidation ditches, secondary clarification, two equalization chambers, and storage ponds. All process units in the operation are working properly. There were no floatable materials on the surface of the clarifiers; the mixed liquor color in anaerobic and anoxic zones looked light brown and healthy; DAF thickener and centrifuge units were operating properly and the housekeeping in the area was very good. The NADH probe is working properly in reducing air requirement on a continuous basis. There is a micro-filtration unit installed at the site to treat 20 gallons per minute of secondary treated water in order to produce tertiary treated recycled water. This unit is operational and producing tertiary recycled water and the water is being stored in the storage tanks for construction use. The whole plant is powered by a natural gas generator. This generator (600 KW) powers the plant for 13 hours a day and after 13 hours the power is switched to Southern California Edison, usually for nights. This facility installed two (2) 250Kilowatt natural gas generators. With installation of these two generators they will have enough capacity to operate the entire plant during high flows. BBARWA also installed the Cannibal Solids Reduction Process. This system includes the solids separation building equipped with a drum screen and cyclone. The RAS flow is pumped to the drum screen where trash, hair, and debris are removed, then a portion of screened RAS is pumped through the cyclone system where fines and inerts were removed. The cannibal system also includes two interchange tanks where a majority of the biological destruction takes place. The inspection of the wastewater treatment plant and recent monitoring reports of this facility indicate compliance with the assigned waste discharge requirements under Order No. 00-12. No violations were detected at this time.
