INSPECTION FIELD OBSERVATIONS: Date of inspection: June 19, 2012 Inspector: Rob Tucker Discharger representative: Catherine Seabourn, Discharge to wetlands: No flow or discharge to wetlands on the day of inspection I inspected the facility on June 18, 2012 and I monitored the ground water sampling event. When I had arrived at the wastewaters pond, two of ponds appeared to have turned over and had really strong odors. The purging of the monitoring well MW-4 had already been completed. The District had poured off the sample into a reportedly cleaned plastic coffee container for their final sample. They took pH and electrical conductivity readings and then poured off from the coffee containers. Findings on the ground water monitoring event, while watching the sampling event. The District pours the final sample from a container that is not the container used to collect the sample. District should pour directly to sample containers. District Staff has wash buckets and equipment is dipped into the buckets to clean reused instruments (pH/ EC prob). District should pour off into different container to clean instruments. District Staff used one set of glove for the entire Sampling Trip. District staff should change gloves for each new sampling locations to prevent cross contamination problems. Monitoring well has poor caps to seal the monitoring well. District should purchase cap that will properly seal the well from possible pollutant entering the well. The District samples the monitoring wells in a pattern, the pattern does not go from the cleanest to the dirtiest well. The District should design sampling pattern from the best monitoring well to the worst monitoring well to minimize possible cross contamination. District measures the depth to ground water with a standard tape measure and measure the depth to ground water at 9.0. I measured the depth to ground water with a sounding devise and measure 8.82 the difference between my measurement and the District was .18. District should consider buying a depth to ground water measuring instrument.
