ACTION ITEMS
- Mike Pool will check with Gary Van Dorst and Todd Housley to determine how soon waste placement needs to begin in Phase 2.
- Vector to prepare their final report to be submitted upon receipt of all as-builts from Wood Bros. and Viking. Estimated schedule of completion is two weeks from meeting date, April 15, 2009. If waste placement is needed sooner, Vector will provide an interim certification letter pending compilation of all other data and as-builts.
- Mike Pool will discuss with Gary and Vector to determine whether the floor transducers high level alarm setting should be reset to a lower level (something less than 1 foot). If needed, Mike will coordinate resetting the level alarm with the supplier RST.
- Todd Ramey will obtain barometric pressure for the date(s) that the transducers were calibrated in order for the City to make adjustments to future transducer level calculations. All transducers are currently reading -0.1 to -0.2.
- At the request of the RWQCB, once final information is gathered on the LCRS test system and transducers, Vector will prepare an LCRS monitoring program document for Phase 2 that will be incorporated into the Site Monitoring and Reporting Program.
- Wood Bros. will get all their as-builts and Vikings geosynthetic panel layouts to the City as quickly as possible for inclusion in the Final CQA Report in order to gain approval from RWQCB for waste placement.
- Mike Pool will check with Gary and Todd Housely to finalize the Citys plans regarding the leachate pumping system and let Wood Bros. know what portions of the work they want performed, if any. Per RWQCB, an automated and dedicated pump system is not required since the City has installed the sump level indicator. The sump will be pumped out on an as-needed basis in accordance with the design and LCRS monitoring program (to be prepared).
- Charles Metcalf will remove the LCRS sump sight pipe and notify the City when this task is complete. City will visually verify that sight pipe is removed prior to waste placement in Phase 2.
- Charles to perform a final review of site and perform clean-up including removal of pipe, geosynthetics, etc.
- At the request of RWQCB, the City will place select waste (no sharp and elongated materials) across the bottom of the Phase 2 cell. The first lift will be completed prior to the rainy season next fall.
- Wood Bros. to furnish the substantial completion letter with request for final payment.

The Contractor has completed the following the punch list items noted from the Meeting Minutes of 3/10/09.
Calibrated pressure transducers and provide manufacturers documentation.
Performed the LCRS water test.
Deployed geomembrane on the western termination.
Completed survey of the operations layer soil (accounting for the thickness of the liner system).
Graded the entrance road into the site.
Graded the floor of the borrow area to drain toward the inlet at the western corner of the site.
Placed the pipe stands and bollards for the LCRS riser pipes and cleanouts.
Finished placing the LCRS drainage gravel.
Placed the visqueen and sandbags over the exposed LCRS gravel.
Completed the perimeter road grading.
Placed blind flanges over the LCRS piping at the top of slope.
Finish graded the borrow soil stock pile and graded a ditch along the boundary between the cell/stock pile and the orchard.
Installed the solar panels on the pressure transducer control boxes.
Installed new digital readout for the northeast pressure transducer control box.
