OBSERVATIONS AND COMMENTS: Siller Brothers, Inc., dba Sound Stud is regulated pursuant to Waste Discharge Requirements (WDR) Order No. R5-2003-0139, adopted by the Central Valley Regional Water Quality Control Board (Central Valley Water Board) on 5 September 2003. The subject facility is currently being leased by the Trinity River Lumber Co. Facility operations include unloading, scaling, and storage of saw logs, wet and dry log storage, lumber manufacturing, and vehicle maintenance. Wastes generated include recycled wastewater associated with wet log storage, wastewater generated while screening log yard wastes, wood waste, waste oil, and domestic waste. Trinity River Lumber Co. currently does not have plans to sprinkle their logs. However, if operations continue through August 2010 sprinkling operations may occur. I arrived at the facility on 15 March 2010 at approximately 1030 hours to conduct an inspection and review the WDRs with the current tenant, Trinity River Lumber Co. The inspection began with a brief meeting with Mr. Dee Sanders to discuss the WDRs, monthly, and quarterly monitoring and reporting requirements for Siller Brothers, Inc. Mr. Sanders and I inspected the sawmill complex which included the fire pond, detention/pumping pond, and the recycle pond. The fire pond receives water from the Anderson-Cottonwood Irrigation District (ACID) lateral that bisects the site. Wastewater is not discharged to the fire pond. During the inspection the fire pond had a freeboard of approximately 1 foot and matched the water level of the ACID canal. Wastewater from the screening process is collected in the detention/pumping pond. Water in the detention pond evaporates or percolates into the ground. During the inspection the detention pond was almost dry. Several disconnected pockets of water were noted, but all were less than 6-inches deep. The detention/pumping pond does not have a dedicated water supply. The recycle pond is located on the northeast corner of the property and was full of storm water. The recycle pond receives water from the ACID ditch, storm water, or well water and could be used for log sprinkling. Excess log deck sprinkling water enters a series of return ditches which discharge to the unlined recycle pond. Wastewater in the recycle pond is reused for log sprinkling, evaporates, or percolates to groundwater. During the inspection the recycle pond appeared to have approximately 4-feet of freeboard. Summary Siller Brothers, Inc. sawmill complex, is currently being operated by the Trinity River Lumber Co. The Facility is operating in general compliance with the WDRs. A follow-up inspection will be required if the sawmill continues to operate through the summer and begins sprinkling logs. Quarterly pond water samples were taken by Trinity River Lumber Co. on 11 March 2010 and were sent to Basic Laboratory, Inc. for analysis. _____________________________________ Daniel L.
