District staff stated that the there are strong odors twice a year, that the community complains. The District believes it is only a seasonal problem when the ponds turn over every spring and fall. *The Water level in pond 4 west appears close to the freeboard limits of two feet. There are some signs of erosion occurring on the road surface adjacent to pond 4 west. Soil has been stockpiled to build up the road in the spring, which is also the berm for pond 4. *Estimated sludge in one of the ponds is two feet of accumulated sludge. The District did not get enough capacity last summer to empty and dry out a pond. This is the second year the District has been attempted to remove accumulated sludge in the ponds. No Known solids have been removed from the ponds. *Inspected the monitoring wells, the wells do not have sealing caps but only have metal covers, the wells could be receiving pollutants surface drainage, Need to look a monitoring well construction and recommend the wells be scheduled for reconstruction. *Inspected the Sanitary Sewer Management Plan the emergency call in procedure needed to be updated to call Cal EMA in the required time frame. *One pH calibration solution expired * No flow meters at the Facility. The District use the pump curves. In the summer up to a million gallons produced for drinking water and only 1/10 th of the returns in the wastewater. Conditions in violation: None, however, violations may be pending if wastewater cannot be treated to the required levels and ground water could be being impacted by the ponds. ACTION SUGGESTED: Staff review of the ground water monitoring data at the site. Write a staff enforcement letter that the pond maintenance is needed to remove built up solids, flow measurements need to be checked or verified. The accumulated solids in ponds could be reason the treatment is not sufficient.
