The wastewater collection, treatment and disposal facilities are owned and operated by the Rio Alto Water District. The Lake California WWTP currently consists of headworks, screening/comminutor for removal of large solids, an oxidation basin, secondary clarifier, secondary effluent holding pond, pressurized filtration, chlorination, dechlorination, sludge drying beds, and a sludge application area. The plant has a design effluent flow of 0.64 million gallons per day (gpd). Lake California WWTP is regulated under Waste Discharge Requirements Order No. R5-2005-0015, adopted by the Central Valley Regional Water Quality Control Board on 27 January 2005. The Lake California WWTP contact person is Dean Sherrill. Mr. Dean Sherrill can be contacted at (530) 347-3835. On 2 September 2008 at approximately 1520 hours the Regional Water Board received a phone call from Mr. Roger Sherrill regarding improperly disinfected discharge that occurred over a period of two days. This discharge resulted in a total of 0.224 million gallons of inadequately disinfected effluent being discharged to the Sacramento River on 31 August and 1 September 2008. Bryan Smith (Chief North Regulatory Unit), Greg Cash (Recent lead inspector overseeing the facility) and I (Current lead inspector) arrived at the facility on 3 September 2008 at approximately 1040 hours to conduct a compliance inspection. The purpose of this inspection was to investigate the 31 August and 1 September 2008 unauthorized discharge. Upon arrival Regional Water Board staff met with Mr. Roger Sherrill and Mr. Smith explained the purpose of the inspection. Roger Sherrill provided an overview of the events that led to the unauthorized discharge. Following this discussion, Roger introduced Regional Water Board staff to Mr. Dean Sherrill, the WWTPs Regulatory Supervisor. Dean Sherrill then provided an overview of the WWTPs monitoring, reporting, and record keeping procedures. Procedures appear to be adequate. Notable comments are presented below: Report of Waste Discharge for permit renewal should be submitted to the Regional Water Board by 1 June 2009, the ROWD shall include CTR sampling results, Emergency Response Plan (Power failure procedures and equip maintenance), Update and submit Biosolids Management Plan. At approximately 1155 hours WWTP staff provided a comprehensive tour of the facilitys physical operations. The tour included a discussion of each component of the treatment process. Additionally, WWTP staff discussed the need to add a second clarifier in the next 5 to 10 years. The current clarifier is adequate to handle current demands, but would be a pinch-point if the facility were subject to increased flow. Roger Sherrill then provided an overview of the pressurized filtration unit, chlorination, and dechlorination processes. Roger provided a detailed discussion of the WWTPs procedures for changing out the chlorine feed and resetting the manual feed pump. Based on this discussion it is likely that staff responsible for changing out the chlorine feed on the morning of 31 August 2008 did not reset the pump resulting in the subject unauthorized discharge. Mr. Cash recommended Standard Operating Procedures be developed for changing out the chlorine feed. WWTP staff then provided a tour of the onsite laboratory. Mr. Cash inspected the facilitys logbooks and MSDS records. Dean Sherrill demonstrated the laboratorys procedures in collecting and analyzing chlorine residual samples. Samples are collected prior to discharge to the Sacramento River. Analysis is conducted using a HANK DR-890 instrument. The analyzed sample showed chlorine residual at 0.01 mg/l. Overall the plant and laboratory appear well organized and clean. Before leaving, WWTP staff led Regional Water Board staff to the current biosolids disposal area located on a 20-acre parcel west of the plant operations. BMPs associated with the disposal area appear adequate to control leachate, runoff, and public access. Biosolids disposal activities will need to be updated in the 2010 permit. The facility may need to enroll in the State Water Boards General Permit No. 2004-0012-DWQ. Regional Water Board staff were offsite at approximately 1310 hours. SUMMARY: The purpose of this inspection was to investigate the 31 August and 1 September 2008 unauthorized discharge. Based on the information obtained during this inspection it appears that staff responsible for changing out the chlorine feed on the morning of 31 August 2008 did not reset the feed pump resulting in inadequate chlorination of discharge.
