Amin Site(s): Lee Lake Regional, STP Observations and Comments: An inspection of Lee Lakes Regional Wastewater Treatment Plant was performed on October 09, 2007 to confirm permit compliance. This plant currently services more than 2,000 homes, and a few commercial businesses. The design capacity of this plant is 1.6 MGD and currently the inflow to the plant is about 0.761 MGD. The plant consists of screening, grit removal, sequencing batch reactors (activated sludge/ secondary clarification), flow equalization, flocculation, filtration, chlorination and dechlorination. Rags and other floating materials are separated by the screen bars and collected in the bin. The grit from the grit chamber is also pumped and collected in the same bin. Lime is added into the bin for odor control and every 6 months, the contents of the bin are hauled to the El Sobrante Landfill. The wastewater is pumped to a grit chamber and from the grit chamber flows to two separate units of sequencing batch reactors (SBR). There are 10 sequencing chambers, chambers 2,3, and 7 are off, and the rest of the chambers are operational. There is approximately a 6-hour hydraulic retention time in the SBRs, with 3 hours aerobic treatment, and about 1hour and 40 minutes of settling, setting up an anoxic zone at the bottom of the tank for nitrogen and ammonia removal. These units are very efficient in removing nitrites through nitrification and de-nitrification processes. The mixed liquor in the SBR chambers had rich dark brown color indicating healthy liquor. The Permit limit for 12-month average of TIN is 13 mg/L and the results of 12-month average have been between 6-7 mg/L. The sand filters are operating adequately. There are 8 sand filters; most of the filters are in process and are also on continuous backwash. A turbidity meter at the discharge point of the filtration units monitors the final turbidity value before discharging to the chlorination system. The turbidity reading during this inspection was 0.851 NTU. The chlorine contact tanks and the chlorine residual analyzers are operating normally. The chlorine residual in the chlorine chamber tanks was 5 mg/L and the effluent chlorine residual was 0.02 mg/L. The centrifuge unit is used for drying sludge. The existing sludge drying beds act as a backup to the centrifuge unit when the centrifuge is down for maintenance. The beds are concrete with sand underdrains for decant collection. They send their dried sludge to Synagro (formerly Recyc Inc.), next to El Sobrante Landfill. All 3 aerobic digesters are working properly. These digesters receive waste activated sludge from Butterfield Estates, which is piped directly to Lee Lake, and from Clay Canyon, which is brought in by truck. The backup power generator is automated and programmed to come on during a power outage. It is tested monthly under load. Samples of effluent were taken and analyzed for constituents in the permit. The result of the analysis is attached to this inspection report. Review of the monthly SMRs and this inspection indicate that this facility is in compliance with most of the discharge specifications.
