Amin Site(s): Riversides Regional Water Quality Control Plant. Background: The City of Riverside operates the Riverside Regional Water Quality Control Plant (RRWQCP). The RRWQCP is a municipal wastewater treatment plant which discharges tertiary treated wastewater to Reach 3 of the Santa Ana River. This facility is regulated under Order No. R8-2006-0009. The RRWQCP consists of two secondary treatment plants (Plants 1 and 2). In addition, one tertiary treatment plant treats the flow from both plants 1 and 2. A solids- handling facility treats the sludge produced from wastewater treatment. Influent flows into the RRWQCP are metered and are proportionately channeled to Plant 1 and Plant 2. Riverside Regional Water Quality Control Plant (RRWQCP) was inspected on September 25, 2007 to verify the compliance with Order No. R8- 2006- 009, NPDES No. CA 0105350. The influent flow, pH, and electrical conductivity readings were as follows: Acorn Influent checked at 1030hrs. There were no large floatables on the surface of the water and the flow of wastewater through the channels was smooth. Both plants primary clarifiers were also in good operational condition. Before the wastewater enters into the primary clarifiers, ferric chloride is added for odor control and coagulation. The wastewater in the primaries had un-explainable dark blackish color, the operator suspects that ferric chloride changes the color of the wastewater to a darker color and this dark color was carried through the rest of operations until it got to the filtrations units. Some air bubbling (an anaerobic reaction) in the middle and the end side of the old primaries and in the middle of the new primaries are noted. Also some foam was noted on the surface of the wastewater. Despite the anaerobic reactions and foaming there were not a significant odors were observed. The air distribution in the aeration system was even and the color of the liquor was dark brown and had a musky odor. DO concentration in the aeration basins is maintained at 1.5-2 mg/L. The wastewater in the secondary clarifiers had dark blackish color too, and even the wastewater passing through the weirs had the same color. There were also some pin- flocs passing through the weirs. This blackish dark color of the wastewater has no effect on the overall operations of the plant units. The wastewater from the secondary clarifiers flows to the filtration units where the dark color disappears and the filtered wastewater looks clean and clear. The discharge point from RRWQCP is maintained properly and there was some foaming due to water fall. The water in the channel leading to the Santa Ana River looked very clear. Sodium hypochlorite is being used for disinfection and a sodium bisulfate reagent is used for dechlorination. Both storage tanks for both reagents were installed properly and both tanks have containment tanks around them for spill prevention. RRWQCP has its own laboratory and in this lab the daily, weekly, and quarterly analyses are conducted. Toxicity samples are sent to certified labs. Grab samples were collected of the effluent during this inspection and the samples were sent to the certified contracted lab for analysis. The lab results indicate no violations. The laboratory sheet is attached to this inspection report. RRWQCP is in full compliance with Order No. 06-009, NPDES No. CA 0105350. No violation was detected at the plant at this time.
