Amin Site(s): Inland Feeder Project Observations and Comments: On March 13, 2007 I visited a few locations of the Inland Feeder project of the Metropolitan Water District (MWD) to inspect and verify the discharge compliance with Order No. R8-2004-0048. Arrowhead Tunnels: The Arrowhead East Tunnel and the Arrowhead West Tunnel have been combined into one project named Arrowhead Tunnels. Specific information on the project is as follows: Length of Arrowhead West Tunnel: 19,884 feet Length of Arrowhead East Tunnel: 30,466 feet Length of previously mined East Tunnel: 8,008 feet Construction began on the Arrowhead East Tunnel in 1997, but was suspended in 1999. Both tunnels have been redesigned to incorporate a state-of-the-art drilling technique that will reduce the potential environmental impacts to the San Bernardino Mountains. Groundwater from the Arrowhead West Tunnel is stored in water tanks for use at the construction site and is also being discharged to West Twin Creek at a rate of 28,800 gallons per day (gpd). Waterman Canyon Portal: Approximately 9,270 linear feet (47% complete) of primary segmental liner has been placed as of February 28, 2007 (1,854 Rings). Strawberry Creek Portal, approximately 16,680 linear feet (This includes 8,800 feet from City Creek Portal and is 81% complete) of primary segmental liner has been placed as of February 28, 2007. Waterman Wastewater Treatment Plant: The wastewater treatment plant at this facility was constructed to treat 5,000 gallons/minute of wastewater. The current capacity is 3,750 gallons /min. The wastewater from construction activities at Strawberry Tunnel and Waterman Tunnel enters a flocculation tank where CO2 gas is injected into the tank for precipitation of solids and to control pH. Wastewater from the flocculation tank is pumped to a clarifier where solids settle and then is withdrawn to two drying beds for drying and later is hauled to a landfill. The wastewater from the clarifier is pumped to two unlined ponds for more settling. Approximately 100-150 gallons of this water is pumped to a Reverse Osmosis System (RO) for TDS removal. The RO unit runs continuously and it runs at a pH range of 9-11; inlet conductivity is 472 (s with discharge conductivity at 200-224 (s. Due to reduction of TDS in the flocculation tank, the permeate and reject wastewater from the RO unit is combined with wastewater from the pond in the blending tank. The blending ratio is 100-150 gallons RO permeate/ 300 gallons of pond water. The blended wastewater is then discharged to East Twin Creek. The TDS objective concentration in the upper inland area is 290 mg/L. The tunneling operation was generating high TDS of 680 mg/L and by CO2 injection they were able to bring TDS levels below 290 mg/L. There were only two days that the TDS levels exceeded 290 mg/L. The reject wastewater from the RO unit used to be pumped to an unlined pond, but this pond is removed from operation. The reject wastewater is blended with discharged wastewater. The total flow was 11,944,205 gallons at an average rate of 294 gal/min with TDS loading of 452 pounds at the concentration of 190-380 mg/L. Summary: The Arrowhead Tunnel Project is a very big project and there are many points of discharge. The discharge points are at various locations and each discharge is tributary to different reaches. MWD was exceeding its TDS limits at some discharge points; the MWD discharges some high TDS water extracted from Bunker Hills to SARI line which leads to the Menifee Desalter. Through an offset arrangement, the Desalter operation offsets some of the excessive TDS of the Inland Feeder Project. Meanwhile they were able to reduce TDS levels in their treatment plant and decrease their impact TDS loading in the upper basin. Review of SMRs indicate they are meeting the discharge requirements except for TDS offset programs.
