Inspection Headworks. Since my inspection in October 2005, a second bar screen has been added to the headworks. Now both influent channels are equipped with a bar screen. One bar screen is equipped with a unit called a Spiral Kleen unit which keeps fecal matter in suspension so that it does not get deposited into the screenings dumpster. There were no odors at the headworks or the plant during the time of my inspection. Treatment. The facility is designed to treat an ADWF of 1.0 mgd in a series of ponds. Treatment consists of a primary aeration using a Parkson Biolac extended aeration system, a secondary aeration pond equipped with six aerators, and a settling/polishing pond. The aerators work on timers. Each pond contains baffles to improve flow and minimize the potential for short-circuiting. One aerator was running in the secondary aeration pond and one was running in the first cell of the settling/polishing pond. I observed an accumulation of algae in the northwest corner of the polishing pond, otherwise the ponds did not seem to have much algae. Disposal. The facility discharges year-round to seven evaporation/percolation ponds, located adjacent to the Russian River. Six of the seven ponds are maintained to maximize percolation by ripping the pond bottoms each summer to increase the pond permeability. Pond 7 is never ripped because it is maintained for use as an equalization pond during high winter flows. Disinfected, secondary effluent was being discharged to Pond 4 at the time of the inspection. This percolation pond had about 11 inches of effluent. The remaining six percolation ponds were not in use and had only puddles of rain water in them. Groundwater Monitoring Wells. Jay drove me to the locations of each monitoring well. Wells 9 and 10 are located in a low elevation area between the treatment plant levee and the old levee road that was constructed by Louisiana Pacific many years ago. Wells 11 and 12 are located to the south of the treatment plant in that same low elevation area. Well 1 is located north of the treatment plant site and is on the lumber mill property. Heron Creek. I also walked a portion of Heron Creek, the creek that runs to the west of the treatment plant site. This is the creek that gets clogged up with sediment and plant growth and causes localized flooding of the treatment plant site and nearby City corporation yard and the lumber mill site. The creek was apparently dredged on an emergency basis a year or two ago to prevent flooding.
