Amin Site(s): WTP Observations and Comments: On September 14, 2005 I met Dan Herbert, the Lead Operator of the Canyon Lake Water Treatment Plant to inspect and verify this plants compliance with its permit. The design capacity of this potable water treatment plant is 9 MGD. There are two pumps submerged in the southeast side of Canyon Lake. These two pumps alternate in pumping 4-5 MGD of water from the lake to the treatment plant. The pumped water is received by a rapid mixing unit where an addition of polyaluminum chloride at a concentration of 30 mg/L and cationic polymer at a concentration of 4 mg/L are added to enhance the flocculation process. From the rapid mixing unit, water flows to coagulation, flocculation, and finally to sedimentation clarifiers. The sludge is drawn from this basin and discharged to the sewer system and the water is pumped to the four dual media filters and then chlorinated and finally pumped to storage tanks for distribution. About 0.6 MGD of filtered water is used to backwash the filters. The backwash wastewater is discharged to a 1-million gallon capacity concrete-lined holding pond for settlement. A 2-day detention time allows residual coagulants to separate remaining solids and allows chlorine to dissipate. Settled sludge at the bottom of the pond is manually cleaned out every five years. A maximum of 0.6 MGD of decanted water is pumped out from the pond and discharged to Canyon Lake. This discharge occurs on a daily basis during the high water demand season. But, during this inspection Mr. Herbert informed me that because the water in the pond did not pass toxicity tests, it was currently being diverted to EVMWDs regional plant for treatment. They have taken a few samples to determine the cause of the contamination. During this inspection the effluent turbidity was 0.08 NTU, pH was 8.5, and the chlorine residual was 4 mg/L leaving the plant and around 3 mg/L at the distribution system. The house keeping and the unit operations of the plant were adequate. This plant is in compliance with its permit requirements and there were no violations detected at this inspection.
