Amin Site(s): Running Springs, STP Observations and Comments: On March 3, 2006 I visited the Running Springs Wastewater Treatment Plant to inspect the facilitys compliance with Discharge Order No. 87-8. This facility uses Kubota System (Enviroquip Membrane Unit) filtration system. The filtration system consists of many single sheet membranes. Each membrane unit is comprised of two separate sections, a membrane case and a diffuser case. The membrane case contains a number of manifolded flat-panel membrane cartridges with an average porosity of 0.4 microns and an effective porosity of 0.1 microns. The bottom diffuser case supports the membrane case and houses a coarse-bubble diffuser. All the filter cartridges are working properly and producing very clean water. The chlorination system is working properly and the disinfection of the filtered water carried out correctly. RSWD is installing a new headworks Bracket Green with a 3 mm screen to prevent grit or any other solids from passing through and to prevent Kubota filters from clogging. An existing circular activated sludge unit has been operating as an aerobic digester and still operates as such. This unit will be converted to a storage tank for tertiary recycled water. Summary: This facility is still going through many changes and improvements. RSWD is trying to make this system work efficiently and trouble free, therefore, they are going through many of the trouble shootings of the Kubota system. The process operations and the maintenance throughout the treatment plant looked to be in good condition. Both influent and effluent compost samplers were working properly. All monthly reports and the required laboratory analyses have been submitted to the Board in a timely manner. Review of SMRs together with this inspection indicate that the facility is in compliance with Order No. 87-8.
