Amin Site(s): STP, San Bernardino, 399 Chandler Place, San Bernardino Observations and Comments: Compliance inspection was conducted on December 05, 2005. Primary process of Unit #1 is out of service for retrofitting and will be out of service for the entire year. Inflow is directed and distributed to other units. Even though the plant is overloaded, there are no violations noted. During the previous year, digester D was taken out of service, cleaned and brought back into service September 27, 2005. Digester C was cleaned and placed back in service December 13, 2005 which was when Digester B was taken out of service for cleaning. They are required to meet a 20:1 dilution of wastewater, which is provided by the natural flow of the river at the point of discharge. During the last rain event, they did not discharge into the Santa Ana River. All wastewater treatment units were in good operational condition. The denitrification unit is running properly and the discharger is meeting the TIN limits. The wastewater color in the secondary clarifiers was murky with a lot of suspended solids observed passing through weirs. All the operational process reading parameters were observed in the plants Supervisory Control and Data Acquisition (SCADA) system. Most of the operations of the treatment units are controlled by the SCADA system. The only reading missing from the display is the discharge of effluent to the RIX facility. The amount of effluent discharged to RIX is determined by subtracting Coltons effluent from the total effluent to RIX which results in San Bernardinos effluent to RIX. Even though San Bernardino doesn't have constituent limitations in its own permit (with the exception of suspended solids), it is necessary that its secondary wastewater meet the constituent limitations of the RIX facility in order to prevent any violations at the RIX facility. Currently San Bernardino is meeting these limits. The effluent from all the plants at the discharge point looked somewhat clear and maximum readings of turbidity before diversion to the RIX facility were 2.23 NTU for Unit 1 and 2.08 NTU for Unit 2; the effluent pH was 7.00 and the total effluent was 23.20 MGD. Review of the monthly reports indicates that the facility is in compliance with its permit and no violations were detected. We recommend continuing routine inspections and follow-up on its direct discharges to the Santa Ana River whenever they occur.
