Permitted capacity: 1.8 Million gallons a day INSPECTION FIELD OBSERVATIONS: Date of inspection: May 14, 2014, Inspector: Rob Tucker Discharger representative: Jeff Underwood, Robert Monge Discharge: Spring irrigation being performed The inspection was center around two complaints we received on May 2, 2014. Both of the complaints were that the Wastewater ponds were producing a very strong odor. One of the two complainants stated that they had gone home for the day because it had made them sick. Discussion with Robert Monje on May 2, 2014.____________________________________ He was surprised that we had received a complaint about the odors. He did not think that the odors were that bad. He thought that it may have been due to the recirculation system that takes treated effluent and returns it to the headworks. In December of 2013 the headworks was having issues with clogging and backing up flow so one of the operators reduced the flow from the recirculation system to the headworks. Around February the recirculation system flow was increased after headworks issue was resolved. So I was under the impression that the cause of the odor may have been due to the altering of the recirculation of the flow.____________________________________________ Upon getting to the site I looked at the records to the fermentation pond and I reviewed some of the dissolved oxygen (DO) record levels. The DO seemed to be consistently in the range of greater than 1 mg/l to as high as 2 mg/L. The oxygen level seemed to be relatively constant even with the changing the input of treated wastewater from the recirculation system. Around mid to late March the DO drop to 1 mg/L and stayed there. The DO was just above 1mg/L at the time of the inspection the inspection. I inspected the fermentation pond and I found that as we drove around the entire pond there was an odor only on a short stretch of the pond, but it was not overwhelming. We circulated the rest of the pond and there was little odor. The fermentation pond seemed to be functioning properly. The Fermentation pond did have trash floating on the surface, the trash appeared to be made up of plastic packages. The operators have crews come up and skim off the trash daily. Exit discussion with Dwayne Nevis, Robert Hardy, Jeff Underwood and Robert Monge I state that I was concerned that the fermentation pond did not change in DO with turning down the recycled water and it did not appear to change when the recirculation system flow was turned back up. Also, I spoke with the Chief Plant Operator and there are no standard written procedures on how to operate the fermentation pond or the Facility. Because there was no direct correlation between increasing and decreasing the recirculation flow and the dissolve oxygen in the pond, I dont know if the operational changes were the issue creating the odor but it may have contributed to the odors. I am unsure if altering the flow would have prevented or eliminated the fermentation pond from possibly turning over, which is what I believe may have occurred. The anoxic portion of the stratified fermentation pond could have turned over in March and could account for the sudden drop in DO in March. I dont know why the fermentation pond caused the odor, it could be a number of different factors and if it is turning over issue it may take other measures resolve the odor issue.
