Theisen Site(s): Water Reclamation Facility Observations and Comments: I met with Ken Caldwell at Lee Lake Water Districts Water Reclamation Facility, to evaluate compliance with Order No. R8-2012-0028. We began our tour at the headworks. Headworks: The headworks at the Lee Lake Water Districts WRF consists of a Parshall Flume for flow measurement, 2 bar screens (one for standby) and a Screening Washer Monster. The Bar Screen has openings. Following the screening, the flow is pumped to a grit chamber, where some initial settling occurs. The grit is hauled to El Sobrante Landfill. Current flow into the plant is between 0.75 and 1 MGD, and includes the flow from the former Clay Canyon and Butterfield Estates package plants. These 2 package plants were replaced with lift stations. This system is operating adequately and no operational problems were noted. Effluent flows from the grit chamber to a series of 7 Sequential Batch Reactors (SBRs) for primary and secondary treatment. Sequential Batch Reactors (SBRs): The 7 SBRs have a rated capacity of 1.58 MGD. The SBRs are run in parallel, and the operating depth is between 12.5 feet and 18 feet. The SBRs are filled with a static mixer, that can also add air. Aeration occurs to give the bugs time to react and consume solid matter. Then the SBR is allowed to settle and the effluent is decanted. The effluent from the SBRs flows to 3 equalization basins. Tretiary Treatment and Combined Facilities: Effluent from the 3 equalization basins is pumped to a series of Parkson Upflow sand filters with continuous backwash. Sodium hypochlorite and alum are added in a floc basin before the filters, and then sodium hypochlorite is added for disinfection and the flow is sent to the covered chlorine contact basin. Effluent turbidity following the filters was 0.85 NTU. Sludge from the SBRs is pumped to a thickener and an aerobic digester then to one of 3 dewatering operations. The sludge is dewatered in either a centrifuge, sludge drying beds, or to single use poly bags. Polymer is added to the dewatering poly bags and the water pours out. Sludge is further air dried when possible and then the dried sludge is hauled to One Stop in Redlands for composting. The plant maintains 1 standby electrical generator, which is tested monthly under load and serviced every 6 months. Summary: Lee Lake Water Districts WRF is operating adequately and is in good condition. The housekeeping and the maintenance of the facility are very good. During the inspection, the discharge from the WRF was being sent to the reclaimed water storage reservoir and the new percolation pond, with no discharge to the creek. They intend on using the percolation pond and reusing the effluent from the WRF, and to only discharge to the creek under extreme wet weather periods. The percolation pond has a capacity of 11 million gallons and they have estimated the percolation rate as approximately 600,000 gallons per day.
