SWPPP Violations:
• The SWPPP was not available for review onsite at the time of the inspection.
• The weekly, pre-storm, and post-storm inspection records were not available for review onsite at the time of the inspection.
• The SWPPP (in SMARTS) did not include a list of names of all contractors, subcontractors, and individuals who will be directed by the QSP.
• The SWPPP (in SMARTS) did not include a copy of the QSD and QSP certifications.
• The discharger failed to ensure that all persons responsible for implementing requirements of the General Permit were appropriately trained in accordance with the CGP. No copies of the trained contractor personnel log were found in the SWPPP.
• The SWPPP (in SMARTS) did not include information that supports the conclusions, selections, use, and maintenance of BMPs.

BMP Deficiencies:
• Sediment track-out was observed at entrances and exits without proper BMPs and without a stabilized construction entrance/exit.
• Perimeter controls were observed inadequate in some areas of the project site at the time of the inspection.
• Poor housekeeping was observed. Trash and dried stucco and concrete waste materials were observed throughout the project site without proper BMP measures in place. |
