Monitoring and Reporting Program No. R3-2022-0023 requires turbidity measurements occur on a continuous basis just prior to the UV disinfection lamp chamber. The turbidity meter has not been installed. Therefore, turbidity readings have not occurred since startup. Turbidity readings are crucial to ensure proper disinfection will occur within the UV chamber. The absence of turbidity measurements and not allowing the contract operators the knowledge of a properly functioning WWTP is a violation of General Permit Provisions section E.2.j (presented earlier) and section E.2 r, which states Railway Jonata, LLC shall maintain in good working order, and operate as efficiently as possible any facility, control system, or monitoring device installed to achieve compliance with the General Permit and the Notice of Applicability. |

Order Conditions |
Central Coast Water Board Staff discussed with facility operators that, of main concern, is the sizing of the WWTP and the upcoming summer event schedule. Wastewater flows into the WWTP more than the permitted 11,100 gallons per day instantaneous maximum is a violation of the General Permit. Flow rates verbally reported by facility operators indicates the daily maximum flow rate has been exceeded. This is a violation of General Permit Provision section E.2.j, which states the Discharger shall comply with all the conditions of the General Permit. Any noncompliance with the General Permit constitutes a violation of the Porter Cologne Water Quality Control Act and/or appropriate Regional Water Board’s Basin Plan and may be grounds for an enforcement action. |

Performing washdown of WWTP equipment on bare soil is a violation of General Permit Provision section E.2.v. Wastewater discharges can only occur in designated disposal areas of the Railway Jonata, LLC permit. Essentially, the discharge shall remain within the disposal area designated in the permit at all times. Discharge of wastewater to the bare ground during facility maintenance and cleaning is prohibited. All wastewater must be captured and placed back into the WWTP. |

Water softeners are prohibited in Santa Barbara County. Staff’s review of the Report of Waste Discharges submitted by Railway Jonata, LLC does not indicate the use of water softener systems. This is a violation of General Permit Provision E.2.e, which states the General Permit does not relieve the Discharger from responsibility to obtain other necessary local, state, or federal permits to prevent imposition of additional standards, requirements, or conditions. |
