Type: Category 1. Other (specify below);Act of God: Flash Flood / Atmospheric River storm throughout San Diego County. This Storm Surge released approximately 3.25 inches of water in less than a 24 hour period. The total inches of rain for the week of the storms was almost 7 inches.
Power Outage - Pumped flooding dry well out to save electrical motors in the Lift Station. Losing the motors/ pumps would have caused the Lift Station to be out of service for days or weeks.
Lift Station had reduced power due to unplanned SDG&E power outage. Power outage caused the generator to turn on and reduced pumping capacity from 3 to 2 pumps. Having only 2 pumps running with the large volume of rain water in a short period of time caused the wet will to fill quicker than VWD could pump it out.
The water in the wet well traveled through an air vent pipe into the dry well. Water surging through the air vent pipe caused the air vent pipe to separate from the 90 degree connection on the wall and the dry well then began flooding.
The spill was a result of the heavy rain event coupled with a power outage. Without those two compounded events this would not have happened. caused 16419.0 gallons of sewage to spill from Other sewer system structure;Outside Building at Lake San Marcos Lift Station at Lake San Marcos Lift Station 1495 Via Entrada Del Lago to Other (specify below);Private Man Made Lake (Lake San Marcos). Surface water body affected (Lake San Marcos). |

The total inches of rain for the week of the storms was almost 7 inches. caused 50100.0 gallons of sewage to spill from Manhole;This Manhole is the beginning/ top of our siphon at Laurels Siphon to Other (specify below);Canyon basins separated by cross roads.. No surface water body affected. |
Cleaned-Up;Other (specify below). ;Monitored downstream flow meter which allows us to determine when we should start the pumps at Lift Station 1 (LS1) to relieve flow off the Outfall Line. Monitored the flow real-time through our SCADA system.
Once the the downstream flow meter displays a predetermined value, we closed down the upstream bypass valve and started the pumps at LS1 to divert more flow through LS1. Which, under normal circumstances, would the flow through LS1 would be pumped to our Meadowlark Reclamation Facility (MRF).
MRF is a 5 MGD plant and on this day the combination of local flows, storm surge, and LS1 flow, sent more than 6 MGD to the plant. The MRF has also seen increased local flows during the COVID-19 Stay At Home Order. |
