On Monday, 26 August 2019, Kanso responded to an emergency call from Pasatiempo Inn about the effluent tank in high level. Kanso came onsite at about 3:00pm and found that water was near the top of the effluent tank and close to overflow. The Kanso operators investigated and found that the master controller at the waste water treatment system was not operating any pumps. The eventual conclusion was that power had never in fact been been lost, and the failure of the panel to operate pumps was due to a lock up in the computer in the master Programmable Logic Controller (PLC). Controller operation was restored at about 4:00 pm, but by that time water levels had reached the top of the riser in the underground discharge tank, and resulted in some overflow past the riser lid. The total amount of water which leaked out of the system was estimated to be 50 gallons or less, and all of it was absorbed by the porous soils in the gravel driveway. |
Once operation was restored the discharge pump came on automatically and began to lower the level in the tank, and additionally a recirculation pump was activated to move water into a tank earlier in the treatment system to reduce the strain on the discharge tank. These actions stopped the active overflow. The limited surface discharge which occurred had flowed in a southerly direction down the gravel driveway and then turned west and went towards, but did not reach, the drainage ditch, which runs across the western boundary of the Inn property. All wet areas were disinfected with bleach and cordoned off with traffic cones and caution tape. A pumper from Tom's Septic was called out and they removed 3,000+ gallons to quickly restore the system back to normal levels. After this event a follow up investigation was made. |
